====== Free Settlers ======

These are colonies created by people seeking independence and freedom from the galaxy around them. Often they came here by choice, sometimes because they were forced to by circumstance. Some are refuges from the stress of normal life, others are hell holes of anarchy and despair. Most are a mixture of the two.

===== Free Holdings =====

Habitability: III or better

//Free Holdings// are small groups of people who have settled a terrestrial or dwarf world in order to gain independence. They are strongly free willed, living on the surface of often barely habitable worlds.

===== Free Cavers =====

Habitability: III or worse

Free Cavers are similar to free holdings, but they are subterranean dwellings due to the non-habitability of the surface. They are heavily dependent on trade from the outside, or need to have the ability to generate their food artificially.
