Civilian Base

These are towns, cities or other types of settlements which are primarily civilian in nature.

A civilian base can have a limited amount of space allocated to defensive systems, such as point defence or military forces. If used, they must be paid for normally.

A civilian base can be armoured, if so point cost is 2 points per point of armour, and it can't be layered.

Civilian bases have 4 rows of structure.
